Click "Get it now" and select your Jira Cloud instance.

Open any issue and find "Private Notes" in the issue's right-hand details area. To see all your notes, open Apps → My Private Notes.

No. Each note is stored under your own Atlassian account ID, and the app only ever returns your own notes to you. Other users, including administrators, cannot see them in the app.
